Ministerial Development Plan Amendment (DPA) Rezoning of Land in Mount Barker
The State Government rezoned a large amount of land in our District effective December 2010.
Council has now turned its attention to working hard to address the issues identified during the Ministerial DPA process and take a lead role in progressing strategies to ensure the best outcome possible for our District. In doing so, we are committed to maintaining open and transparent engagement so that our community is kept up to date with our progress.
Provision of Wastewater
For the urban growth land within Mount Barker, the objective is for a full sewer system (wastewater and solids) to apply. Council’s approach is to ensure the efficient use of resources and to maximise existing wastewater infrastructure.

At the Strategic Planning and Development Policy Committee held on 10 April 2012, the draft Structure Plan was endorsed. The Developing a Structure Plan section of this page has more information.
Council's Strategic Planning and Development Policy Committee has endorsed the Draft Structure Plan including Spatial Plans, Policy Statements and Policy Guidelines was endorsed for forwarding to the State Government. Community Information Forum 20 August 2014
Landowner Forum No 5
On Tuesday 19 August 2014, the 5th Forum for Landowners within the MPDA area will be held, providing an opportunity to hear information and ask questions on:

- Planning for Activity Centres within Mount Barker
Community Information Forums May & June 2013
On 28 May in Mount Barker and 5 June in Nairne, Council held Community Information forums to provide the community with an update on progress and an opportunity to ask questions. Topics covered included:
- infrastructure planning and funding (transport, wastewater, electricity, stormwater, recreation and sport)
- Council Master Plan
- Activity Centres
Landowner Forum No 4
Council held the 4th forum for landowners within the MDPA area on Thursday 9 May 2013. The proposed Separate Rates, Wastewater, Electricity and Transport Infrastructure were discussed.
Landowner Forum No 3
On Wednesday 24 October 2012, Council convened the 3rd information forum for landowners within the area rezoned by the Minsiterial DPA. Over 50 landowners together with Elected Members, Government representatives and developers attended.

Co-ordinating a Council/Government/Developer Forum
Council convened two forums for State Government, developers and directly affected landholders to identify and agree on the priority planning issues and a process for these issues to be addressed. This leadership initiative aims to ensure a planned approach rather than dealing with issues as they arise at a later stage.

Community Information Forums
Council held two rounds of Community Information forums during May and June 2011 regarding the implementation of the Ministerial DPA. The purpose of these forums was to provide an update on Council's progress and the content of the draft Structure Plan and provide more information about the above strategies and the next steps and provide an opportunity for the community to ask questions.
Key outcomes from the Forums
- Support for the Forums and the format of information provision by council first followed by a lot of time for questions;
- Support for council's objective of seeking to achieve the best possible community outcome;
- Support for the preparation of the Structure Plan;
- A lot of interest in the preparation of the Structure Plan, both content and process;
- People want to be kept informed of what is happening and why - particularly where it is outside of Council's control;
- Quite a lot of interest in the transport infrastructure matters including the Mount Barker Town Centre and achieving further reduction in congestion in the vicinity of the Nairne Primary School;
- Environmental issues were again very prominent; and
- A desire to have input to the Structure Plan process pre the information being incorporated into the State Planning Strategy.
A lot of questions from the forums were about existing footpaths and the new freeway interchange.
Draft Spatial Plans and associated Structure plan information such as policies and principles for Mount Barker, Littlehampton and Nairne were presented at Community Forums on 22 and 23 June and are available for viewing below.

Mount Barker Growth Area Master Planning
A working Draft Master Plan has been developed for the Mount Barker Urban Growth Area to provide guidance on various infrastructure matters including physical, community and recreation infrastructure. The plan includes:
- trail networks
- water courses/flood plains
- development plan considerations
- preferred stormweater detention basin locations
- desired recreation locations
- desired community facility locations
- road infrastructure requirements
The working Draft Master Plan will continue to evolve as further investigations occur and information is gathered.

Developing a Structure Plan
Developing a structure plan for Littlehampton, Nairne and Mount Barker
What is a Structure Plan?
The structure plan will outline how development of the rezoned land will be staged, identify the location of infrastructure such as recreation areas and roads and as such, will be an important tool for the assessment of future development applications.
How will the structure plan be developed?
The Structure plan will be developed through a co-ordinated approach with State Government agencies and developers, taking account of information from current data collated by Council from recent consultations, including Ministerial DPA consultations, and other planning processes.
The draft Structure Plan will have three components being:
- Spatial Plan
- Policy Documents
- Guideline Documents
Council will then submit the draft structure plan to the State Government for approval where it will undergo a public consultation process pursuant to the Development Act. Council's objective is that the draft structure plan become part of the State Planning strategy.
At the meeting of Council's Strategic Planning and Development Policy Committee held on Monday 11 July at 4.30pm the Draft Structure Plan including Spatial Plans, Policy Statements and Policy Guidelines was endorsed for forwarding to the State Government. This process is now handed over to the State Government. Council has requested that the State Government process the draft Structure Plan as a high priority and have it finalised and included in the State Planning Strategy as soon as practicable. At the Strategic Planning and Development Policy Committee held on 10 April 2012, the draft Structure Plan was endorsed. The plan has now been sent to the Deputy Premier for State Government use and processing for ultimate incorporation into the State Planning Strategy.
Strategic Infrastructure Plan
20 October 2014
At the council meeting held 20 October 2014 council was formally advised that the Mount Barker, Littlehampton and Nairne Strategic Infrastructure Plan (Strategic Infrastructure Plan) was endorsed by State Government, and advised of the next steps in its implementation.
Council formally endorsed the Strategic Infrastructure Plan on 16 June 2014 for forwarding to Cabinet for State Government endorsement. Cabinet noted the Strategic Infrastructure Plan on 8 September 2014, and officially released it on 14 September during the Community Cabinet visit to the region.
This is a significant milestone for council and its communities, given the high level of community concern about levels of services and infrastructure in the growing towns of the District.
Council will now work towards the successful implementation of the Strategic Infrastructure Plan, in partnership with the State Government.
In July 2011 the SPDPC endorsed the content, spatial plans and policy statements and guidelines of the draft Structure Plan for submission to the state government. Subsequent feedback resulted in an amended draft being endorsed in April 2012 and resubmitted to the state government in April 2012. Refer to the Developing a Structure Plan section of this page.
Council’s active pursuit of endorsement of the Structure Plan was instrumental in resolving the strategic planning issues and needs for Mount Barker, Littlehampton and Nairne, and in particular its growth pressure. Council’s advocacy in this matter was facilitated through a series of meetings between the Mayor on behalf of the community and Minister. In September 2013 the Minister of Planning acknowledged the circumstances in Mount Barker and proposed the preparation of a Strategic Infrastucture Plan (SIP) in collaboration with Council.
The Structure Plan provides a long term vision, direction and framework to deliver its regional targets in a sustainable way. The preparation of the SIP has utilised the Structure Plan as its foundation. The intention of the SIP is to identify the regional strategic infrastructure needs consistent with and supportive of the vision for urban development in Mount Barker, Littlehampton and Nairne. The SIP is considered to be the most appropriate way to achieve the level of endorsement of the Structure Plan that is sought by Council.
The SIP represents an extensive commitment to planning for the District Council of Mount Barker. It has been undertaken collaboratively by senior planning and infrastructure staff of Council and DPTI and the relevant state government agencies and infrastructure providers. Its content has been the subject of on-going review and amendment and consideration by Council Staff.
The purpose of, and the community benefit arising from, the SIP is summarised as:
- By virtue of the collaborative approach and recognition afforded by both Council and Cabinet, the SIP is a solid basis for a new and more effective service, infrastructure provision and planning relationships between the Council, State Government and infrastructure providers. The benefits can be anticipated at the political, administrative and professional levels;
- In turn, the content and expression of the SIP provides the community with clarity on many critical aspects of infrastructure and a solid basis for negotiations on aspects that remain unclear or unresolved. An example of the former is the detail that is contained in the list of agreed transport infrastructure in the ‘Transport Infrastructure’ chapter. On the latter, the indicative mass transit map is expressed in very broad terms and is clearly different from current networks. The negotiations between Council and the relevant authorities to resolve the inevitable concerns of the community will be against the unambiguous expression of public transport policy for Mount Barker well in advance of the necessity for detailed route planning;
- Being endorsed by state and local government, the SIP will become an effective framework and resource document when Council applies for state and federal financial assistance for key community infrastructure. The progress on many projects and priorities identified in the chapters on Community Facilities, and Recreation and Open Space, are likely to be enhanced in this way;
- The SIP incorporates the population forecasts prepared by Council. This will facilitate more effective and accurate service planning around an agreed projection of the future population size and characteristics for Mount Barker, Littlehampton and Nairne townships. The forecasts will also be reviewed given it is acknowledged that actual growth rates will vary.
- Council’s role as an advocate for the planning and delivery of a range of state, federal and privately provided services will be assisted by the SIP framework. Examples include the identification of the future demand for health facilities and services and the Council’s expressed intention to promote shared facilities where new schools might utilise public land for their recreation needs;
- The endorsement, expression and scope of the SIP will be of considerable assistance (in conjunction with the Structure Plan and Mount Barker Growth Area Master Plan) when Council staff are negotiating with developers about such things as the direct provision of services or the reservation of land for public/private purposes in advance of need; and
- The SIP will be regarded by DPTI as a key strategic document in the formulation of changes to planning policy by way of Development Plan Amendments. The most significant example of this will be the assistance it is likely to provide to the progress of the Council initiated Urban Structure and Design DPA that is now in its initial stage of preparation. This DPA represents the translation of the Vision, Strategies and Policies elucidated in the Mount Barker, Littlehampton and Nairne Structure Plan (Draft) and the Mount Barker, Littlehampton and Nairne Strategic Infrastructure Plan (Draft) into planning policy and provisions in the Mount Barker (DC) Development Plan.
The SIP, unlike the Development Plan, is a non-statutory planning tool as are the Structure Plan and the Growth Area Master Plan.
