Draft Annual Business Plan, Budget and Rating Policy 2018/19

The 2018/19 draft Annual Business Plan (“Plan”) includes details of the activities, services and projects that Council plans to deliver next financial year.  It aims to maintain efficient services for the community and continued progress towards the longer term objectives as set out in the Mount Barker 2035 District Strategic Plan adopted on 21 December 2015. Specific objectives are consistent with Council’s Long Term Financial Plan and draft Asset Management Plans to ensure long term sustainability of Council’s financial performance and position.

The draft Plan provides an overview of all activities undertaken by Council and the resources to be applied to each of them, along with details of the proposed capital works program. The Plan also includes the draft Rating Policy which determines the impact that rates will have on individual properties.

The Plan includes the following key major projects:

  • Environmental Services Centre and Volunteer Facilities Mount Barker, completion of the volunteer hub and commencement of facilities for Council’s outdoor staff and the interpretive centre - $4.5m
  • Commence construction of Stage 1 Regional Sports Hub - $7.9m (subject to approvals and funding)
  • Hurling Trail next stage – $0.7m
  • Wastewater to Service Growth – Initial provisioning works for the Mount Barker Wastewater Treatment Plant Upgrade – $0.9m

To achieve the services and projects included in the draft Plan the general rate will increase by 3.2%.

Wastewater Commitment Separate Rates

Council previously introduced a Wastewater Commitment separate rate as the primary security mechanism which a developer could utilise when they have entered into a Wastewater Commitment Deed for the provision of a Council sewer service.

Council is now proposing to declare Wastewater Commitment separate rates on some additional land parcels within the growth areas where requested by a developer.
