New ideas are essential to the ongoing growth of the Mount Barker District Council.

As the second capital city of South Australia, the Mount Barker District Council welcomes ideas which place us at the forefront of social, cultural, commercial, technological and environmental progress.

The Community Plan 2020-2035 clearly articulates an agenda to enhance the District's liveability and increase prosperity for all people through sustainable economic growth.

The Mount Barker District Council is often approached with great ideas, and in considering these, Council needs to demonstrate transparency and accountability.

This website outlines the approach we will use to manage new and innovative ideas being presented to the Mount Barker District Council.

Council considers an Unsolicited Proposal as:
  • a new and innovative proposal from the private and non-government sectors;
  • could assist the Council to achieve its strategic objectives or satisfy a community need;
  • has not been requested by the Council through its regular procurement.
Your proposal may include items like:
  • the purchase, lease or development of Council owned or managed land;
  • the delivery of goods or services to or on behalf of the Council;
  • the provision of infrastructure for the community;
  • an innovation or entrepreneurial project with benefits to the Council; or
  • any other innovative or entrepreneurial proposal.

Submitting an Unsolicited Proposal

Before you begin

Before lodging a submission, you are encouraged to meet with the Council's Chief Executive Officer. This is not compulsory but is helpful in deciding whether the proposal is likely to meet the criteria before you commit significant resources to developing a full proposal.

You will need to provide the following information with your proposal:

  • the objectives of the proposal and the method of the approach
  • what is needed from the Mount Barker District Council
  • the nature and extent of expected outcomes
  • the benefits that the proposal will deliver for the Council
Criteria

The criteria that the Council will consider to determine if a period of exclusivity should be entered into with a particular proponent are explained in detail in the unsolicited proposal procedure

In summary the application form requires:

  • Organisation / consortium details and contact
  • Summary of the proposal (including relevant attachments), which should cover:
    • The objectives of the proposal and the method of the approach
    • What is needed from the Mount Barker District Council
    • The nature and extent of expected outcomes
    • The benefits that the proposal will deliver for the Council
  • A brief description against each assessment criteria:
    • No competing proposals
    • Community need/Council priority
    • Value for money
    • Capacity and capability of proponent
    • Uniqueness
  • Financial and commercial details
  • Costs and requirements to the Mount Barker District Council
  • Risk assessment
  • Intellectual property details
  • Other relevant information
Once an application form has been submitted it initiates a three stage process, where it will be assessed against our application criteria and the terms and conditions as set out in the unsolicited proposal procedure.

STAGE ONE: Initial Proposal

POSSIBLE OUTCOMES

  • That the proposal is not suitable for further consideration and is now closed
  • That the proposal may form the basis for a competitive bidding process
  • That the proposal will proceed to Stage 2

STAGE TWO: Detailed Proposal

POSSIBLE OUTCOMES

  • That all or part of the proposal will proceed to Stage 3 on an exclusive consideration basis
  • That all or part of the proposal should not continue to be considered on an exclusive basis but that all or part of the proposal warrants a competitive bidding process
  • That all or part of the proposal is not suitable for further consideration and its consideration under these guidelines is now at an end

STAGE THREE: Contract Negotiation and Finalisation

POSSIBLE OUTCOMES

  • That the Council agrees to the terms and conditions of the contract and will proceed to execute it
  • That the Council agrees to the contract, subject however to specified variations or conditions
  • That the Council does not agree to enter into the contract but instead determines to pursue or consider pursuing the unsolicited proposal through another process
  • That the Council does not agree to enter into the contract and that its consideration of the proposal under the guidelines is now at an end
