Draft Annual Business Plan, Budget and Rating Policy 2019/20

The 2019/20 draft Annual Business Plan (“Plan”) includes details of the activities, services and projects that Council plans to deliver next financial year. It aims to maintain efficient services for the community and continued progress towards the longer term objectives as set out in the Mount Barker 2035 District Strategic Plan adopted on 21 December 2015. Specific objectives are consistent with Council’s Long Term Financial Plan and Asset Management Plans to ensure long term sustainability of Council’s financial performance and position.

The draft Annual Business Plan provides an overview of all activities undertaken by Council and the resources to be applied to each of them, along with details of the proposed capital works program. The Plan also includes the draft Rating Policy which determines the impact that rates will have on individual properties.

The Plan includes the following key major projects: 

  • Commence construction of Stage 1 Regional Sports Hub - $15.8m (subject to approvals and funding) 
  • Undertake detailed design for the Regional Indoor Aquatic and Leisure Centre - $1.8m 
  • Wastewater Infrastructure Program $6m 
  • Environmental Services Centre $3.7m

To achieve the services and projects included in the draft Plan the general rate will increase by 3.12%.

Council will consider all submissions at the Council meeting on 1 July 2019.
