Nairne Village Green

June 2023 Update

The long-awaited perimeter fencing around the rest of the site and toilet block is now complete.

While there has been a delay, it’s been a really good outcome, and the site is looking great !

April 2023 Update

Quotes for fencing around the playground have been finalised and work is set to commence in Late May 2023.  Other minor tidy up works around the site will also be undertaken.

January 2023 Update

Barbeque facilities are now ready for use at Nairne Village Green.

The remaining temporary fencing will be in place while quotes are finalised for a permanent fence which will enclose the park from all roads.

December 2022 Update

The second stage of Nairne Village Green will be open to the public by 22 December 2022.

The works include a new Play & Youth Space including new play equipment, a skate park, lawned area with new toilet block, access road, car parking, landscaping and other ancillary works.

Whilst the new site has been permanently fenced off from the adjacent railway line and car park, some temporary fencing will remain in-place along Nairne Main Street in the interim.

The opening of this eagerly awaited recreational facility has culminated following community consultation and partnership working with the Nairne & District Residents Association, CFS and other key stakeholders.

October Update

The toilet block is now well underway.

Whilst most of the play equipment is now installed, an inspection and approval from a specialist safety auditor is required before the play equipment is ready for use by the public.

The new public toilet facilities are also nearing completion with the internal fit out now almost completed, providing new accessible facilities for both the public and CFS volunteers.

it is envisaged Stage 2 facilities and play space will be open for use by the public prior to Christmas and in time for summer school holidays.

September Update

The site works are still ongoing and the playground is not yet open for use due to the continued wet weather.

The toilet block has commenced construction and the access road/parking area also needs to be surfaced along with some other finishing works.

Completion of the playground is currently schedule for early November 2022.

August Update

This space has been progressively upgraded over the last few years and it's starting to look green just in time for the grass and plants to establish in the coming spring weather and for the community to enjoy! The bottom section of the site including the skate park, play equipment, paths, lawned area, boardwalk and landscaping is approaching completion. Works are now concentrating on the top section of the site including the access road, car park, toilet block, fencing and finishing works. The toilet kit is still some 6 weeks away from delivery to site so not expected until mid-late October. A new BBQ will be also installed.

July Update

This project has seen a hive of activity with concreting, irrigation and play equipment installation.

Progress picking up following a run of drier weather as follows:

  • - completion of skate park
  • - car park pavement construction
  • - concrete retaining wall and boardwalk adjacent to CFS
  • - installation of playground equipment

June Update

Construction progress is being hampered by the wet weather and waterlogged site conditions, but still making some progress with:

  • - skate park construction
  • - concrete footpaths
  • - boardwalk adjacent to CFS

May Update

Car park, kerbing, skate park, playground and civil works continuing.

It looks a mess, but works are progressing well with car park pavement, concrete kerbing, skate park construction, stone retaining walls and septic tank installation.

Site works are progressing, septic tank being installed, final preparation for car park complete, commencing pavement, footpath and landscaping construction.

April Update

Works are progressing with underground services installed and preparations for the car pack at the rear of the CFS commenced.

Construction is currently running approximately 3 weeks behind the proposed program.

March Update

Demolition, site clearance and leveling across site is complete. Boxing out for footpaths, access road and car park are the next steps.

Demolitions works have been completed and the site is being prepared for construction

Stage 2 To Commence

Background

Recently Council completed Stage 1 of the Nairne Village Green between Jeffery Street and Cockburn Street. This work saw the relocation of the RSL Memorial, new grassed and landscaped areas, together with new footpaths, seating and shelter. This work was delivered in accordance with the concept plan for the Nairne Village Green which was widely consulted on and endorsed by Council in 2019. Please see the link to this document below.

Nairne Village Green Stage 2 Plans

The Nairne Village Green project includes the upgrade of land known as Market Square and Mick Murphy Park either side of Jeffery Street and is proposed to be delivered in 3 Stages, identified as “Village Green and Heritage Garden” (Stage 1– now completed), “Play and Youth” (Stage 2 – Construction about to occur) and “Recreation and Cultural Garden” (Stage 3 – planned future stage). More recently Council has been working hard to complete the construction drawings for Stage 2 of this project and was successful in winning a State Government Places for People grant to assist with fund the construction of Stage 2.

Scope of Works

The Stage 2 (“Play & Youth”) project scope comprises:

  • demolition of existing toilet block, skate park and other existing assets;
  • earthworks to re-level the majority of the site;
  • new toilet block, play equipment and skate park;
  • new landscaping, irrigation, car parking, footpaths, fencing and ancillaries

Construction

The project has been tendered to the open market and has been awarded to Adelaide Parks & Gardens, the same contractor which constructed Stage 1.

The Stage 2 site will be fenced off on Friday 25th February 2022 with construction works are scheduled to start on Monday 28th February 2022 until the end of June 2022.

The total project cost of Stage 2 is estimated at $767,000.

Stage 1 Project - Completed in 2021

Council endorsed the Nairne Main Street Strategy at its meeting on 19 October 2015.  Council also endorsed the overall Nairne Village Green Concept Plan (Stages A, B & C) at its meeting on 4 October 2019.

In broad terms, the project comprises of the re-development of the Mick Murphy Park and Market Square sites.  The land exists across three spaces separated by Jeffrey Street and the interstate rail corridor.  These spaces are identified by the endorsed concept plan as “Village Green and Heritage Garden” (Stage A), “Play and Youth” (Stage B) and “Recreation and Cultural Garden” (Stage C).

Detailed design of the Nairne Village Green (Stage A) was completed in 2019/20 with a construction budget of $375,000 included in Council’s Annual Business Plan 2020/21 and Long Term Financial Plan.

Scope of Works

The Nairne Village Green project includes the renewal and upgrade of community land in the town centre of Nairne.

This land includes a number of now depreciated Council recreational assets and has both safety and functional issues which sees the space under-utilised.

The Stage A (“Village Green and Heritage Garden”) project scope comprises:

  • demolition of existing hard surface/fencing (previously netball court);
  • earthworks to re-level the site
  • extension of Cockburn Street to create on-site car parking;
  • new footpath along western side of Jeffery St and internal to the site;
  • relocation of RSL Memorial and Cenotaph;
  • new landscaping, extended grassed areas and trees

Construction

The project has been tendered to the open market and has been awarded to Adelaide Parks & Gardens.

Construction works are scheduled to start on Monday 19 April 2021 until the end of June 2021.

The Stage A project cost is estimated at $375,000.

Relocation of RSL Memorial and Cenotaph

Council had originally planned to have had this work completed and the RSL Memorial and Cenotaph relocated prior to ANZAC Day 2021. However delays in being able to tender and contract the work has meant this initial timeframe will not be met. The RSL Memorial and Cenotaph will remain in its current location on Mick Murphy Park until after ANZAC Day 2021 to ensure that any private or public gathers on this day can continue to occur at the memorial’s current. Council will continue to work with the Nairne RSL during the process of relocating the Memorial and Cenotaph.

Background

In 2019 Council worked with the Nairne Community to produce a concept plan for the upgrade of Mick Murphy Park and Market Square (Nairne Village Green) at the intersection of Jeffery Street and Princes Highway in the town centre.

The concept plan aims to improve the use and function of the space for all user groups, providing a range of versatile spaces which include a quieter open grassed civic spaces, an activity zone featuring a play space with a range of interesting and accessible play equipment and play courts which cater for a range of ball sports and related activities. The plan also aims to improve pedestrian movement through the spaces and seeks to resolve existing localised parking issues.

The concept plan was endorsed by Council in October 2019 (agenda / minutes) and a detailed engineering design is due for completion in late 2020. Council has allocated funding to complete Stage 1 of 3 proposed stages during the 2020/21 financial year. It is anticipated that this first stage of works will see the completion of a ‘Village Green’ space which features an opened grassed area, relocated RSL Memorial, off street parking and landscaping.
