Morphett Hutchinson Precinct Upgrade Stage 2 Streetscaping
Substantial benefits will accrue from the Project including:
- Greatly improved road and pedestrian safety
- Improved pedestrian connectivity between the Morphett / Hutchinson Precinct and Gawler St
- Enhanced streetscape and amenity for residents and visitors
- Economic benefits to businesses in the Town Centre arising from the enhanced connectivity and amenity
- Creation of a new public space in the heart of the Town Centre
- Design allows the adjoining Morphett St east and Hutchinson St to be closed for special events creating a larger area when required
- New bus stops and route through the Town Centre
Streetscape Completed and Precinct Officially Open
The Morphett Hutchinson Precinct Upgrade has been a long time in the making.
For many years, the intersection was avoided by motorists and pedestrians due to its challenging alignment and the difficulty it presented to pedestrians.
Changing the traffic priorities has greatly improved the safety of this key intersection while providing a new enhanced public space.
Bus routes and bus stops were relocated, and now provide a more central stop for public transport to and from the town centre. The new bus shelters provide a feature land mark in Hutchinson Street.
The four pedestrian crossings now installed facilitate safer pedestrian access between all the town’s retail developments.
Significant improvements to footpaths along Morphett and Hutchinson Streets will provide long awaited ease of movement for all members of the community.
The extensive streetscaping, including the plaza area paving which includes highlights of bluestone, extensive plantings, seating and amenities will bring life and vitality into this area. The four arbours provide a feature landmark.
Council looks forward to the community and businesses utilising the area for various events and functions encouraging cultural and economic development.
Gratitude and thanks are extended to all property and business owners and residents for their patience while the work was completed. There has been an excellent spirit of cooperation shown by owners and businesses which has greatly assisted the project.
Mayor Ann Ferguson officially opened the precinct on 9 September 2014.

Plaza works are well advanced to allow the public access to this area. Final touches including handrails, rubbish bins, placement of feature stones will be completed over the next two weeks.
Paving is progressing well along Hutchinson Street south with the western side almost complete and the eastern side works in progress. Special consideration is being given to the wall in front of the RSL property while paving is underway so as not to detract from its heritage aspects.
Installation of the bus shelters is complete. The bus stops on Hutchinson Street will be returned to service from Tuesday 19 August. The temporary bus stops on Gawler Street will be removed. Bus shelter seats will be in place and remaining paving around the shelters completed by the time the bus stops are relocated.
The majority of plantings are now in place, in conjunction with irrigation and mulch. The plantings are sufficiently mature and robust to quickly establish roots and grow to complete the streetscape panorama.

Footpath paving on both sides of Hutchinson Street north are complete as well as both sides of Morphett Street west. Footpath works on Morphett Street west, northern side, to Stephen Street have been excluded from the scope of this project. Paving will now move to completing Morphett Street east to Hutchinson Street. Efforts are now concentrating on completing the paving on Hutchinson Street south, west side, before moving to the east side.
Bus shelters have been installed and once the paving is complete, the bus stops will be relocated to their final position.
Where paving has been completed, preparations are underway for planting of trees and vegetation, which includes irrigation, soils and mulch.
The elements of the Morphett Street east plaza, including the three arbours, seating, paving, ramps are well advanced but have been hampered by the wet weather.
To minimise the impact of the ongoing works, the contractor has been commencing works as early as 4am and bringing in additional crews to progress the remaining works as swiftly as possible.
It’s Coming Together!

The four arbours are well underway with the structures just about complete ready for the roof to be installed. Further road closures will be required to provide a safe working environment and are scheduled as follows (weather permitting):
- Hutchinson Street north – closed to traffic Sunday 13 July for installation of the remainder of the structural work. A further closure will be required for installation of the roof cladding at a date to be confirmed
- Morphett Street east - re-opened to traffic from 7pm Friday to Tuesday 6am, closed to traffic Tuesday 15 July, Wednesday 16 July for installation of the roof cladding
Additional paving crews are now on site. Paving on Morphett Street west is underway to complete the northern side and the southern side up to the National Pharmacy entrance. Crews will then move to Hutchinson Street south commencing at the pedestrian entrance to Barker Plaza making their way down to National Pharmacy. As each area of paving is complete, the footpaths will be opened up to the public.
Footings for the bus stops will be constructed ready for installation of the shelters by the end of July.
Plaza Nearing Completion
Work has been concentrating on the plaza area, with stone work, seating, feature walls and paving just about complete. The contractors have indicated they expect this area to be open to the public by the end of July.
This will be followed by completion of the garden beds and planting of the trees to add the finishing touches.
Arbour Installation to Commence

To provide a safe work environment for contractors as well as road users and pedestrians during the construction of the four arbours, there will be temporary full road closures for Morphett Street east and Hutchinson Street north.
- Morphett Street east will be closed to through traffic from 7am Saturday 5 July until close of business Friday 11 July 2014.
- Hutchinson Street north will be closed to through traffic from the Morphett Street intersection to the car park entrance at Mt Barker Central for two days. The contractor has advised that this is anticipated to occur Tuesday/Wednesday but is dependent on progress of works in Morphett Street east and on suitable weather for this installation.
- Variable message boards will be placed on the four approaches to advise road users of the road closure and detours will be in place.
Enter Barker Plaza Car Park via Stephen Street
It is expected that the entrance to Barker Plaza car park from Hutchinson Street south will be closed for one day during the week of 7 July to accommodate paving and bus shelter footings for later installation of the permanent shelters. Bus stops have been temporarily moved to Gawler Street while this work is undertaken. The Barker Plaza car park will remain accessible via Stephen Street.
Feature Work Progressing
Paving is progressing in Hutchinson Street north western side (vacant block) and Morphett Street west on both sides.
The feature wall in Morphett Street east (southern side) is nearing completion and will be followed by paving to complete this area.
The Plaza area is taking shape with the installation of stone walls, seating, paving nearing completion.
Temporary Bus Stops in Gawler Street

Construction of permanent bus shelters and paving will commence on Hutchinson Street. While this work is underway, the bus stops will be located temporarily on Gawler Street. The temporary stops will be in place from 1 July 2014 with construction expected to last for 3-4 weeks before the bus stops return to their current location.
Feature Paving for Footpaths

Paving works have been concentrating on Hutchinson Street north and will continue around the corner into the plaza area now that the seating and feature stone works in that area has progressed.
Bunting and barricading has been put in place on Morphett Street west southern side (next to shops) in readiness for footpath paving over the next few weeks.
While paving is underway, access to these businesses will maintained, either via the rear entrances off the Barker Plaza car park or managed access from Morphett Street.
Morphett Street west northern side (vacant block) footpath base is also being prepared ready for paving.
Structural Works Progressing

Paving has commenced on Hutchinson Street north and will continue around to Morphett Street east as the next stage of paving works.
Structural Elements for Plaza
A considerable amount of sub-surface engineering works are progressing to prepare for the installation of structural elements including seating, arbours, and the feature wall with the plaza area taking shape.
All efforts are being made by Council’s contractor to progress the works to meet the completion target of mid year. Continuing favourable weather will be a critical factor in the next few weeks for the following phases of work.

Tree Planting Commenced
Morphett Street west is well advanced with trees planted and irrigation installed on both median islands. Mulch will be placed around the trees to finish this part of the landscaping.
Excavations for tree trenches, arbours and seating footings are underway in Morphett Street east. Concrete will be poured for the footings, wheelchair access ramp and kerb. Open trenches will be backfilled. Installation of the custom curved seating areas and the three arbours which will span Morphett Street from one side to the other will occur in the next stage of works.
Streetscaping Works Underway

Council’s streetscaping contractor, Dig-It! Landscapes, have commenced work, installing irrigation and readying the medians for tree planting.
Materials for the paving, arbours, walls and seating are being ordered.
Currently preparations are advancing to make sure all establishment works are complete for when the street furniture is received.
