Sims Road (West) Upgrade

The District Council of Mount Barker requires Devine Communities to reconstruct a portion of Sims Road as part of their developer infrastructure obligations.

Devine Communities have issued a Press Release to advise of a revised Works Schedule for Sims Road upgrade.

Z Team Constructions has notified Devine Communities and The District Council of Mount Barker that they have revised their works program for the reconstruction of Sims Road.

This revision is required as a result of SA Water requiring Devine Communities to upgrade and relocate a significant portion of the water main that is currently located under the existing road pavement. Also there has been some time lost to inclement weather.

Works will continue to be staged, with Stage 1 Hartman Road to eastern side of Waldorf School, to be undertaken first. Work will then move to Stage 3, Western end of Waldorf School to Wellington Road.

Stage 2, the section in front of Waldorf School, was to be undertaken during the September-October school holiday period.  This section of works will now be postponed until the December-January school holiday period.

These alterations to the previously advised program will assist with traffic movements to and from Waldorf School.

Whilst works are undertaken on Stage 3, vehicle access to Waldorf School will be via Hartman Road and the eastern segment of Sims Road, as originally intended.

August 2012

Devine Communities has now awarded the contract for the reconstruction of Sims Road Mount Barker from Wellington Road to Hartman Road. Devine Communities are responsible for the contract with Greenhill Engineers superintending the construction. Z Team Constructions are the civil contractors undertaking the construction and traffic management for this project.

Devine Communities have advised Council that the works are expected to commence the week of 20 August 2012 and take approximately 18 weeks to complete depending on weather and other unforseen factors.

There will be temporary detours and road closures required throughout this project. All effort will be employed to minimise the inconvenience to the community. 

The works will be undertaken in a systematic staged fashion:

  • Stage 1, Hartman Road to Waldorf School
  • Stage 2, Section of Sims Road immediately adjacent toWaldorf School
  • Stage 3, Western end of stage 2 to Wellington Road.

The works will include;

  • Some realignment of the road
  • Kerb and gutter on both sides of the road over the entire length
  • Asphaltic surface of the pavement
  • Drainage upgrades at the intersection of Hartman Road and Sims Road and the section of road between Wellington Road and Murray Avenue.
  • Traffic calming devices
  • Upgrade to entrance and exit from Waldorf School.

Individual residents will be notified by the contractor in advance to discuss any planned property access restrictions required as a result of the works.

Previous Updates

Development approval for two residential sub-divisions was issued to Devine Communities (192 allotments) on 22 October 2008 and to Nu-Urban (58 allotments) on 26 June 2009. In association with these approvals, both developers are obligated to carry out a number of infrastructure improvements including a widening and rehabilitation of Sims Road between Hartman Road and Wellington Road.

Following a recent community engagement exercise in November 2011, Council has now approved a Concept Layout Plan for the Sims Road (West) Upgrade - see Council Report (19 Dec 2011). The project will now proceed into detailed design with construction anticipated to commence in early-mid 2012.
