Background

Kia Ora is a heritage listed street that greatly contributes to the character and heritage of Mount Barker CBD.  This street is nearing end of life and as a result, it has been included in the asset renewal program for Financial Year 23/24. Additionally, given the high pedestrian activity and proximity to the CBD, there is a need for adequate footpaths on this street.

To ensure that the heritage character of the street is maintained, Council has undertaken an initial concept design that is mindful of the existing site conditions. The proposed changes include accommodating a 1.8m primary asphalt footpath and a 1.2m secondary rubble footpath (subject to budget provisioning). This will enhance pedestrian/bike link to the Western Flat Creek Trail. The plan also involves salvaging sections of heritage kerbing to be used in the primary footpath as decorative banding.

Council plans to reconstruct the road pavement with an asphalt finish and install continuous "heritage-style" upright kerbing on both sides of the road. At the end of the street, a non-compliant "roundabout" will be installed to accommodate the tree. The kerbing at the roundabout will be mountable to allow vehicles to drive over the footpath if required.

On street parallel parking will be provided, except for a few segments where a standard road width cannot be achieved. All existing trees and the hedges in front of #10 will be retained but other verge plantations will be removed to accommodate new footpath. Planter boxes for trees has been factored into the design to allow the Council to plant new trees in the future, subject to budget provisioning.

Renewal of Kia Ora Street will be subject to Council endorsement of the FY24 annual business plan and budget.

The Progress

In anticipation of future construction activity, Council has commenced a design process (both civil and landscape) in 2022/23 and will be consulting residents on the proposed works.

July 2023  - Concept Consultation

Elements of Kia Ora Street are requiring renewal, in particular the road surface and kerbing, which have been included in a project to be delivered in the 2023/24 financial year.  In addition, given the high pedestrian activity, proximity to the city centre and links to the Linear Trail, it is planned to incorporate a formal footpath on the northern side of the road in the project.

The project is still currently in the design phase, it will incorporate;

  • Replacement of asphalt road surface for the full length of Kia Ora Street. It is possible that some road narrowing may occur.
  • All kerbing replaced with a similar look kerb to the existing style to be sympathetic of the heritage character of the street.
  • An asphalt footpath will be installed on northern side of Kia Ora Street with an approximate width of 1.8m. The footpath will connect from Mann Street down to the pedestrian bridge at the end of Kia Ora Street.
  • Existing tree within turnaround at the end of Kia Ora Street is likely to be retained.

Consultation has concluded with minor amendments being made to the design.

Service locations and construction levels are being taken in preparation for construction.

Contractors are currently being schedule for kerbing and footpath works in February 2024 to be followed by asphalt in March 2024.  These timeframes are indicative at this time.
