Nairne Wastewater Infrastructure – Proposed Upgrading

At the council meeting held on 6 June 2022 it was resolved to undertake community consultation on the proposed introduction of a wastewater infrastructure augmentation separate rate to only be applicable to two specified land parcels that are located within the area of the 2010 Ministerial Development Plan Amendment (being south of the Nairne Primary School) and are yet to be developed.

The owners of the two subject land parcels have both met with council staff and been formally consulted on the proposed applicable separate rate.

This mechanism forms part of the funding strategy for the proposed upgrading and expansion of the existing wastewater infrastructure network to service Nairne that is owned and operated by council.

The outcome of the community consultation process will be considered at the council meeting to be held on 4 July 2022.

The draft council Annual Business Plan and budget for 2022/23 both reflect inclusion of provision to proceed with the Nairne wastewater infrastructure and expansion project with a budget for capital expenditure of approximately $3.6 million for this period of time.

This is on the assumption that the required funding strategy is confirmed as anticipated in early July 2022 and once that occurs, further information will be provided to the community on the project scope, timing, funding and benefits for the Nairne community.

An independent Prudential report with recommendations was submitted to the February 2022 Audit & Risk Committee meeting which was subsequently submitted to Council at the March 2022 meeting for project approval.

Wastewater infrastructure in Nairne is at capacity and needs to be renewed and upgraded in a staged manner to cater for existing customers and growth – both infill and greenfields.

This would include the traditional Community Wastewater Management System and in selected locations, a full sewer service.

It is proposed to upgrade and expand the council’s wastewater infrastructure network in the township of Nairne over several stages with Stage 1 works forecast to commence in mid to late 2022 subject to funding and project approval.

A business case for the Nairne Wastewater Project was approved at the June-2021 Council meeting.

An independent Prudential report with recommendations will be submitted to the February 2022 Audit & Risk Committee meeting in preparation for submission to Council for project approval once updated financial modelling on wastewater is completed.

Design and tender documentation is being progressed in readiness for consideration of the wastewater infrastructure project approval by Council.

Community engagement will occur in due course to raise awareness of the need and benefits.

Targeted engagement would occur with key stakeholders to ensure that they are adequately informed regarding implementation implications.
