New Sewer Trunk Main and New Inlet Pump Station

Project Overview

To cater for existing and future effluent and sewer flows to Council’s Mount Barker Wastewater Treatment Plant (WWTP), a new sewer trunk main and pump station is required from Hampden Road via the Linear Trail to the WWTP on Springs Road.

Project Progress

November 2023

Pipeline works along the Linear Park Trail are nearing completion.

The final cutover into the new network is scheduled to begin on Wednesday 29 November 2023 adjacent the Linear Trail pathway directly behind the industrial estate located on Secker Road, Mount Barker. Works will move progressively along the Trail towards Hampden Road.

The works are due for completion on Wednesday 6 December 2023, weather permitting.

Works are scheduled weekdays 7am to 4:30pm.

The Linear Trail will remain open throughout the works period.

June 2023

Council is currently constructing a new wastewater pump station and balancing storage facility within the grounds of the existing treatment plant adjacent to the Laratinga Trail.

Due to unexpected higher early winter rainfall in June and potential for more inclement periods, productivity for earthworks has reduced and subject to ongoing rainfall, surface water and conditions, Council's construction team may from time to time, switch to a ‘stand-by’ mode during wet periods.

You may notice very little and at times no activity on site however this is normal construction planning to maximise construction resource efficiencies and to mitigate construction safety risks.

April 2023

Temporary Changes to Linear Trail Access  

I am writing to advise you of upcoming pipe laying works which will be undertaken adjacent the Linear Trail pathway directly behind the industrial estate located on Secker Road and Simper Crescent, Mount Barker.

Early works will commence Wednesday 5 April 2023 with main works due for completion mid-May 2023 , weather permitting. Works are scheduled weekdays 7am to 5pm.

In preparation for the pipelaying works the clearing of vegetation at either end of the works zone will be undertaken prior to the main works commencing . This removal has been approved in accordance with Council’s Tree Policy.

Sections of the Linear Trail will be closed throughout the works period , and during inclement weather conditions full closure of the pathway from the Hampden Road footbridge to the Bald Hills Road footbridge may be required.

Trail users will be directed with wayfinding signage to alternative pathways south of the Mount Barker Creek.

Please note the Linear Trail path will remain open to users during the Easter holiday period.

23 March 2023

As part of the preparation for the upgrading of the Wastewater Treatment Plant at Springs Road, Mount Barker, Council is filling in some of the current lagoons.

Continuation of fill deliveries to the Laratinga Water Recovery Plant (LWRP) will commence Thursday 23 March from 7.00am for approximately 2 weeks.

As there will be an increase in the number of heavy vehicles on Springs Road and the Access Road, traffic control will be in place and the condition of the Access Road & Springs Road will be monitored throughout with water carts & street sweepers deployed as required.

Your cooperation and understanding during these times will be greatly appreciated and will ensure the safety of all.

9 March 2023

There will be excavation works in the grassed area behind the Homemaker Centre rear carpark adjacent the Linear Trail path, scheduled for Thursday 9 March 2023 from 7am to 5pm.

Please note vehicle access to the carpark will not be impacted by these works.

To ensure stakeholder safety approximately 140 metres of the Linear Trail Path adjacent the works zone will be closed in both directions whilst works are underway.

ADVANCE NOTICE OF WORKS : ADJACENT LINEAR TRAIL PATH

Concreting works are now scheduled for Saturday 4 March, 2023 commencing at 7am and will be undertaken within the fenced works zone.

The Linear Trail Path will remain open whilst these works are underway.

February 2023

UPDATE -

Due to the predicted high daytime temperatures the crew will be undertaking scheduled concreting works late tonight Wednesday 22 February. Preparatory works will commence at 2:30am Thursday 23 February, with concreting due to commence at 4am.

Upcoming excavation works are scheduled to commence Monday 20 February 2023 adjacent the Linear Trail path. Works are scheduled from 7am to 5pm daily and are due for completion on Friday 3 March, weather permitting.

The works will be undertaken adjacent the pathway directly behind the industrial estate located on Secker Road and Simper Crescent, Mount Barker.

To ensure stakeholder safety the works area will be fenced off, however the Linear Trail Path will remain open whilst these works are underway.

January 2023

The Hampden Road Sewer Trunk Main Upgrade project has returned to work following the holidays.

The remediation of the St Francis de Sales College oval commences Monday 23 January 2023 and is scheduled for completion Tuesday 31 January 2023, weather permitting

Works will be undertaken 6am to 6pm Monday to Friday. Access to the Linear Path will not be impacted by these works.

All trails have now been reopened including the Linear trail, the trail at the side of the St Franics de Sales College playing ovals and the trail to the Springs Wetland.

December 2022

The Hampden Road Sewer Trunk Main Upgrade project will be closing down for the Christmas break from 5pm, today and returning on Monday 9 January 2023.

On our return in 2023 we will continue with the remediation of the St Francis de Sales College oval and complete the installation of the new inlet pump station.

Main works are scheduled for completion in April 2023 dependent on weather and ground conditions.

The Project team would like to thank you for your patience throughout 2022 whilst these works have been undertaken and we look forward to bringing you more updates in 2023.

LINEAR TRAIL PATH

Drilling works which are scheduled for tomorrow, Wednesday 21 December adjacent the Linear Trail path. Works are scheduled from 8am to 12pm, weather permitting.

The works will be undertaken adjacent the pathway directly behind the industrial estate located on Secker Road and Simper Crescent, Mount Barker.

To ensure stakeholder safety this section of the pathway will be temporarily closed to all path users whilst these works are undertaken.

A Traffic Controller will be on site to facilitate pedestrian access.

LINEAR TRAIL PATH ASPHALTING

Asphalting works are scheduled for Wednesday 14 December on the Linear Trail path from 7:30am to 12pm, weather permitting.

The works will be undertaken on the area of the pathway directly adjacent the St Francis de Sales College.

To ensure stakeholder safety this section of the pathway will be temporarily closed to all path users whilst these works are undertaken.

A Traffic Controller will be on site to facilitate pedestrian access.

November 2022

20 October 2022

The weather has cooperated and remained dry long enough for the trail to be reinstated and asphalt laid.  The trail will be reopened to the public from 21 October 2022.

11 October 2022

Works to reopen the Linear Trail past the work site have continued to be hampered by wet weather.  It is hoped to be able to progress rubble placement in preparation for asphalt within the next month.

Excavations for the pump station are well underway.

14 September 2022

Construction of the new sewer pipeline along the linear trail from Hampden Road to the Wastewater Treatment Plant continues.

Since the beginning of August, works have affected the access to the linear trail as well as causing some disruption to the use of the alternate pathway south of the trail.

Bypass pumping works being done near the path south of the linear trail are nearly completed. The contractors will be cleaning up the site over the next couple of days and are expected to be finished by the end of this week, weather permitting.

Access to the currently closed off section of the linear trail will remain inaccessible while work in this area continues.

7 September 2022

The sewer pipeline upgrade works located at Hampden Road are almost complete.

Hampden Road street parking has been restored and the work zone minimized, with pathway access to the Linear Trail now reopened.

The crew will be returning to Hampden Road to asphalt the trenches and complete the pathway remediation.

We will provide a further update once the program scheduling is confirmed.

The Project team would like to thank all stakeholders for their understanding during these works.

31 August 2022

August was another month of significant rainfall, yet the contractor made good progress including completion of some of the critical works in high profile sections. All the pipework was completed in the College grounds.

When there is an improvement in the weather the reinstatement works can be undertaken.

Construction in Hampden Road is also mostly complete except for reinstatement works. The last section of the sewer main where the ground conditions have caused delays has had the sewer bypass works set up so the contractor can complete this work in September. The second 280mm under bore was also completed except for the concrete encasement.

Pump Station design program has slipped, with a positive outcome being collaboration with the designers of the new treatment plant on the interface of the pump stations and the new waste water treatment plant. This has meant a better result for both contracts and considerable cost savings to the council.

24 August 2022

ADVANCE NOTICE OF WORKS : HAMPDEN ROAD WALKING PATH TO LINEAR TRAIL PATH

The new sewer pipeline works in Hampden Road are progressing as the Project team moves to the next phase of trenching and pipe laying.

Commencing Monday 29 August 2022, trenching will be undertaken adjacent the walking path that extends from Hampden Road to the Linear Trail Path.

Works are scheduled from 7am to 4pm daily and are due for completion on Friday 2 September, weather permitting.

To ensure stakeholder safety a small section of the pathway will be temporarily closed to all path users whilst these works are underway.

The closed section will extend from the Hampden Road pathway entry point for approximately 20 metres to the rail overpass.

The pathway will be reopened to stakeholders at the end each day and remain open overnight until works recommence the following day.

Emergency Repairs

Emergency sewer repair works will be undertaken in the Hampden Road works zone tomorrow Wednesday 24 August, from 9am to 2pm, weather permitting.

To facilitate these repairs and maintain the operation of the sewerage service, Vacuum Trucks will be operating at sewer pipeline manholes located in the Reserve adjacent Peake Crescent and Flaxley Road.

Traffic controllers will be on site to manage pedestrian access around the works area.

There is no scheduled loss of service whilst these repair works are undertaken.

Trail Access Update

Due to ongoing adverse weather and the subsequent impact to ground conditions, works being undertaken adjacent the Linear Trail have been delayed.

These works, extending from the Hampden Road access path to the Wastewater Treatment Plant, were due for completion by the end of August.

The Project team is anticipating that this section of the trail will reopen to the public in early September 2022, weather permitting.

Wayfinding signage will remain in place directing stakeholders to alternative pathways south of the Mount Barker Creek.

10 August 2022

Construction of the new sewer pipeline along the linear trail from Hampden Road to the Wastewater Treatment Plant continues. The pipeline runs along the southern edge of the St Francis de Sales College playing fields.

Commencing Monday 15 August 2022, bypass pumping works will be undertaken adjacent the Mcfarlane Terrace walking path, approximately 20 metres from the rail overpass.

These works are scheduled for completion by Friday 19 August and the pathway will remain open to all path users whilst works are underway.

Scheduled works progress in Hampden Road and construction in the school grounds adjacent the trail path are well underway.

1 August 2022

Construction was focused in two sections with both sections in unfavorable ground conditions, but good progress is still being made.

In one section, what was thought to be an old well in front of the College gymnasium last month, turned out to be a sinkhole. Several more sinkholes were discovered which provided some challenges to the construction contractor.

All the pipes have now been installed and the manhole construction is under way.

August will see the contractor complete the work in the College except for grass reinstatement.

The Linear Trail will also be reopened to the public.

12 July 2022

Construction of the new sewer pipeline along the Linear Trail from Hampden Road to the Wastewater Treatment Plant continues .

As recently advised, a sink hole has opened adjacent a section of the Mount Barker Creek near the Hampden Road access path. Following continued adverse weather and the subsequent impact to ground conditions a secondary sinkhole has opened adjacent the Hampden Road access path.

Whilst emergency remediation works are underway the current closed section of the Linear Trail pathway will be extended in a westerly direction to the Hampden Road access path.

It is anticipated that the Linear path will reopen to the public in late August 2022, weather permitting.

Trail users will be directed with wayfinding signage to alternative pathways south of the Mount Barker Creek.

July 2022

Construction of the new sewer pipeline along the Linear Park Trail from Hampden Road to the Wastewater Treatment Plant continues.

Following adverse weather and the subsequent impact to ground conditions, an old well or sink hole has opened adjacent a section of the Mount Barker Creek near the Hampden Road access path.

Our contractors, Leed Construction, have received approval from the Hills and Fleurieu Landscape Board to create a small man-made peninsula which will allow and encourage water to continue to flow past the pipeline works. It is expected the structure will be in place until the end of July.

Once these works are completed the creek bed will be reinstated to match the existing creek profile and any removed reeds will be replanted over the reinstated creek bed.

Temporary Changes to Linear Trail Access

Monday 27 June to mid July 2022 

Construction of the new sewer pipeline along the Linear Park Trail from Hampden Road to the Wastewater Treatment Plant continues. The pipeline runs along the southern edge of the St Francis de Sales College playing fields.

In preparation for the laying of new pipe, open cut trenching is to be undertaken adjacent a section of the trail.

Commencing near the Springs Rd Wetland Access Road junction, these works will extend in an easterly direction for approximately 550 metres along the Linear Park Trail towards Bald Hills Road.

From Monday 27 June to mid July 2022 this section of the trail will be closed to pedestrians. 

Trail users will be directed with wayfinding signage to alternative pathways south of the Mount Barker Creek.

June 2022

As works progress, you will see an increase in truck movements along the trail. To facilitate safe access for all path users a crew member will be present when trucks are in use.

So if you're on your bike, walking the dog or jogging along that section of the trail, please look out for posted detours and the activity around you.

April 2022

Works continue on the installation of the sewer trunk main.

Delivery has been taken of the manhole, ready for installation.  Impervious to H2sO, it should never need maintenance once it has been installed.

21 March 2022

Works are progressing along the trail alignment with barrier fencing in place and construction vehicles establishing the route.

2 March 2022

Construction of the  new sewer pipeline along the linear trail from Hampden Road to the Wastewater Treatment Plant has begun. The pipeline runs along the southern edge of the St Francis de Sales College playing fields.

In preparation for main works, vegetation (predominantly blackberries) has been removed along the creek and at the end of Hampden Road. The project team worked closely with Council’s Environmental Management team in planning this removal.

Site setup is underway and works have commenced at the Hampden Road end and activities will progress along the trail in the next few weeks.

So if you're on your bike, walking the dog or jogging along that section of the trail, please look out for posted detours and the activity around you.

17 February 2022

Construction of the pipeline has now started.

During the works, vehicle access to Hampden Road businesses and residences will remain open. There is likely to be some restrictions along the Linear Trail throughout the course of construction and signs will be put in place in advance of any changes to access.

The work requires removing a small section of short lived Swamp Wattle planted near the treatment plant which are, nonetheless, in poor condition and suffering from extensive borer infestation.

Several points along Mount Barker Creek will require the removal of blackberries, a known pest plant, and there will be a temporary impact on reeds due to pruning however re-growth will naturally occur.

An Ash Tree at the eastern end of Hampden Road will also need to be removed. This has been  approved in accordance with Council’s Tree Policy and will be replaced with six new street trees along the road.

Throughout this project, the contractor will continue to work closely with Council’s Environmental Management team to make sure the local environment such as the Mount Barker Creek, flora and fauna are protected during construction activities.

7 February 2022

Project site setup commenced early February 2022, with Stage 1 early works scheduled to commence in mid-February 2022. Stage 2 main works are scheduled to commence in April 2022.  It is anticipated that works will be completed in late November 2022 dependent on weather and ground conditions.

The work will be undertaken during the day between the hours of 7.00am to 5.00pm Monday to Friday and 7.00am to 5.00pm Saturdays as required. There will be no scheduled loss of services whilst these works are undertaken.

Vehicle access and egress to Hampden Road businesses and residents will remain open.

During construction, traffic and pedestrian management will be in place to ensure the safety of the contractors, road users and pedestrians.

It is anticipated that during construction there are likely to be some restrictions to access for the linear trail from the rear of St Francis de Sales College to the WWTP. Every effort will be made to minimise such restrictions and to maintain access to the linear trail where possible, however site safety for all trail users and the contractor’s staff will be Council’s and the contractor’s main priority.
Signage will be installed adjacent the linear trail to provide advance notice of any changes to access.

the contractor will work closely with Council’s Environmental Management team to ensure the local environment such as the Mt Barker Creek, flora and fauna are protected during construction activities.

Project Scope

To cater for existing and future effluent and sewer flows to Council’s Mount Barker Wastewater Treatment Plant (WWTP), a new sewer trunk main and inlet pump station is required from Hampden Road to the WWTP on Springs Road.

The new trunk main (1 metre in diameter) will be the largest sewer pipe installed to date by Council, as will be the new inlet pump station at 14 metres deep and 6 metres in diameter.

Construction of the new trunk main will make redundant the existing siphons and pump station located in the reserve at the rear of Bernhardt Court. These particular assets have required servicing every six months in the early hours of the morning, causing unavoidable disruption to surrounding properties. Construction of the new trunk main will eliminate the need for this servicing.

Construction is planned to commence around April 2021 with an anticipated completion around February 2022.

It is not yet known what the construction methodology will be.  As part of the assessment of tender submissions in early 2021, consideration will be given to construction impacts and the minimisation of these relative to cost.

It is anticipated that during construction there are likely to be some restrictions to access for the linear trail from the rear of St Francis de Sales College to the WWTP. Every effort will be made to minimise such restrictions and to maintain access to the linear trail where possible, however site safety for trail users and the contractor’s staff will be Council’s and the contractor’s main priority.

The successful contractor will need to develop and submit to Council for approval an Environmental Management Plan, to ensure the local environment such as the Mt Barker Creek, flora and fauna are protected during construction activities.
