Meadows

The land incorporating Meadows was part of the Seventh Special Survey by Charles Flaxman on January 31st 1839. The first postmaster was appointed in 1850 and the Meadows Inn was licensed in 1856. The road through Clarendon and Meadows to Goolwa was opened in 1864 and the school was opened in 1867. There are some very interesting historical buildings in the township as well as gardens and nurseries around the township. It is a thriving community with a wonderful life style, attractive local business mix, and the township annually hosts the famous Meadows Country Fair and Meadows Easter fair.

Council has endorsed a Township Plan for Meadows at its meeting on 8 October 2019 (minutes / agenda). The plan was developed in association with the community to provide a long term vision for the town, identifying key objectives and priorities across a number of themes to ensure that the town continues to develop as highly liveable place. This project is part of a Council initiative which will see Townships Plans developed for all major settlements throughout the District by 2020

Background

This project will upgrade Nottage Road to a modern urban road standard, meeting the increasing demands placed on it by surrounding residential development. The upgrade will improve safety of road users including pedestrians and cyclists. A dedicated footpath will connect residents to the main street of Meadows and all the services that are provided from there. The upgrade will also improve stormwater drainage on the road and mitigate the occurrence of localised flooding. Council’s recycled water will also be connected to the new development to the east of Nottage Road.

The Progress

April 2024

12 April

Following the completion of all underground stormwater pipework and pits, Nova has commenced the installation of the new concrete footpath along the western side of the road.

Unfortunately, we have encountered some design complexities with finished levels which are currently being addressed by the project designer.

It is critically important that we get the finished kerb/footpath/driveway levels correct to address the stormwater flooding issues which were previously experienced by residents on this low side of the road.

Subject to revised design levels, Nova are looking to re-commence the footpath works next week along with the commencement of the new recycled water main.

As before, traffic management measures will continue to be in-place throughout the works - please be vigilant when travelling through the construction site.

March 2024

28 March

Nova have now completed the installation of all underground stormwater pipework and pits.

There has been a short period of inactivity recently whilst we await the commencement of the next stage of works. Council is aware of the importance of the forthcoming Easter Fair and the need for Nottage Road to be left in a safe condition prior to this event.

The next stage of works includes the construction of a new concrete footpath along the western side of the road which is scheduled to commence next week.

Some tree trimming works are also planned for next week to facilitate the road widening (but no tree removals).

Traffic management measures will continue to be in-place throughout the works - please be vigilant when travelling through the construction site.

15 March 

Stormwater works continue to progress well along Nottage Road, with 4 road crossings completed under temporary road closures last week as planned.

Stormwater works continuing along Battunga Road this week to pipe open swale, no road closures required.

Week beginning 11 March

Nova continue to make good progress with the installation of the new stormwater main along Nottage Road.

Three of the four stormwater road crossings have now been completed out-of-hours with the remaining crossing due to be undertaken between the hours of 7pm - 11pm on Friday 8March 2024 as previously advised under a temporary road closure.

The next stage of works includes stormwater upgrade works along Battunga Road which will be undertaken during normal working hours from Tuesday 12 March 2024 for up to 2 weeks.

No road closures or detours will be required although traffic management will be ongoing.

Once again, directly affected residents along Battunga Road have been advised of the proposed works.

Variable Message Boards have also been erected advising all road users of key works activities.

Traffic management measures will continue to be in-place throughout the works - please be vigilant when travelling through the construction site.

Week beginning 4 March

Nottage Road will be closed from 7pm to 11pm from Monday 4 March to Friday 8 March to construct stormwater road crossings in a safe manner.

A detour route will be in-place during the road closure to allow local residents to access their properties at all times.

Cars normally parked on the road are required to be parked off the road or outside of the work zone as per the site signage.

We understand that construction work can be disruptive, and we would like to assure you that Nova Group Services will make every effort to minimise any noise or inconvenience during this period.

February 2024

New stormwater progressing to plan in conjunction with SA Power Network changes to lighting.

In-situ concrete stormwater pits are being poured due to the many services in the same location.

Nova Traffic are managing traffic under 25kph and signal control.

Nova Group are scheduled to return to site to re-commence main construction works on Monday 19 February 2024.

All critical Telstra/NBN services, which originally delayed construction back in mid-2023, have now been relocated and/or protected.

A SAPN street lighting supply still needs to be re-routed and this will occur over the weekend of Saturday 24 February 2024 / Sunday 25 February 2024 (during daytime hours).

Traffic management measures will be in-place throughout the works - please be vigilant when travelling through the construction site.

January 2024

The project was tendered to the open market with Nova Group successful with their tender bid and initially mobilised to site back in July 2023.

However, due to a number of unforeseen underground service clashes, works were subsequently suspended until service relocations had been undertaken.

The critical Telstra/NBN services have all now been relocated and/or protected.

Council is still working with SAPN regarding the relocation of a street lighting supply although it is anticipated that this work will not hold up the main construction works.

As a result, Nova Group are scheduling a return to site in mid-February 2024 to re-commence the main road upgrade.

These works are expected to take around 4-5 months to complete with a targeted completion by 30 June 2024 (the current FY).

Properties along both Nottage Road and affected side roads who are directly impacted by the works, will receive separate communication from our contractor (Nova Group) in the next couple of weeks prior to their return to site.

December 2023

The stormwater re-design has been completed and a works program has been prepared (subject to change):

  • January/February 2024 - Telstra/NBN service relocations/protection
  • February 2024 - SAPN  service relocations (if necessary)
  • March to June 2024 - main construction works (16-18 week construction program).

11 August 2023

Due to the discovery of additional telecommunications cables in the proposed area of the new storm water main along Nottage Road, Telstra/NBN’s accredited contractors must relocate these services before construction can continue.

We have been informed that these service relocations cannot be undertaken until October/November 2023, pushing the main construction works to upgrade Nottage Road to late 2023/early 2024.

Nova Group will demobilise from the site in the interim period removing all plant and machinery from the area, and relocating material stockpiles from the side of the road.

Although this unexpected delay to the planned upgrade works is disappointing, Council and its contractors remain committed to the project which will be completed within the 2023/24 financial year.

2 August 2023

As previously advised, Nova Construction mobilised to site in mid-July to commence the Nottage Road Upgrade.

Following site survey and identifying where services are located, it has been identified that a number of additional underground Telstra and NBN services are present along the length of Nottage Road.

These services potentially conflict with the design for the new stormwater main which is now being re-visited to ensure that existing services are not damaged or compromised during construction.

As a result, the contractor has been unable to commence any excavations along Nottage Road until all underground services have been physically located and the stormwater design reviewed.

Please also note that a number of construction materials have already been delivered to site and are currently being stored along the road verge and behind the Meadows Hotel.

The original location for the site compound behind Pik-A-Pie is currently too waterlogged for the storage of materials apart from plant and machinery.

Council apologises for the inconvenience and temporary delay to the start of construction as a result of these unforeseen events.

In the meantime, please continue to remain vigilant and drive to the signed temporary speed limit.

July 2023

Council's contractor will commence the Nottage Road Upgrade in earnest from Wednesday 19 July 2023.

Subject to weather, the construction works are expected to be completed by mid-December 2023.

Working Hours: Between 7:00am – 5:00pm Monday to Friday, as well as possibly some Saturdays.

Between these times, cars normally parked on the road are required to be parked off the road or outside of the work zone as per the site signage.

We understand that construction work can be disruptive, and we would like to assure you that Nova Group Services will make every effort to minimise any inconvenience caused during this period.

Prior to the start of the work, Nova Group Services will provide further information on the timing and impact of the project.

Traffic management will be in place at times during the work to signify any change in traffic conditions. The work will impact on some driveways.

Please note, the Mawson/Battunga/Nottage intersection upgrade is EXCLUDED from the scope of works.

Planning/design for the intersection upgrade is with the Department for Infrastructure and Transport to progress.

June 2023

Delays with delivery of long lead time supplies have pushed further construction to July 2023. this may be further delayed due to wet weather being unsuitable for construction.

April 2023

Works to widen Nottage Road, kerbing, stormwater drainage, lighting, new footpath, recycled water supply down to the intersection with Kennett Street have commenced. The works exclude the intersection with Mawson Rd which is currently under review by the Department of Infrastructure and Transport.

January 2023

Tender award is expected to be complete late January, with construction expected to commence late February, completion anticipated late April 2023.

November 2022

Tender process for Nottage Road is underway with contract award expected by end 2022 with construction currently scheduled January to April 2023.

October 2022

Works will commence 20m back along Nottage Road from Mawson Road.

August 2022

Council has resolved to continue with the upgrade of Nottage Road from Kennett Street to just short of the Meadows Intersection.

The works involve:

  • Widening the Nottage Road pavement to 9m (this will allow for a parked car and 2 travelling lanes)
  • Kerbing on both sides
  • A complete asphalt resheet over the pavement
  • Installation of an underground storm water pipe and collection pits
  • Installation of a recycled water pipe line
  • A concrete footpath along the western side
  • Street lighting (fixed to the existing stobie poles)
  • Maintaining all existing driveways
  • Regrading and top soiling the verge areas.

The new works will minimise the flood risk from the roadway to the western side properties by way of drainage collection pits, a 150mm high concrete kerb and gutter and driveways being raised to top of kerb height before being graded back to match existing levels at the property boundary.

Runoff from the verge/footpath area will continue to flow towards the properties.

It is anticipated that construction works will commence early in 2023.

Background

There is a lack of visitor accommodation options within our townships for recreational vehicles and to cater for increased tourism within our district. Action 33 of the endorsed Callington Township Plan and Action 38 of the Meadows Township Plan seeks to establish a short-term accommodation in the form of an RV Park on Council-owned land and following implementation investigate expansion and commercialisation opportunities.
