Draft Annual Business Plan and Separate Rates 2016/17

The Mount Barker District Council's Annual Business Plan and budget was formulated as a draft to enable public comment from members of the community prior to its adoption in July 2016.  Your feedback is sought to ensure that the Annual Business Plan aligns with the priorities of the whole community including new residents, and benefits both current and future ratepayers.

The annual business plan sets out Council’s proposed services, programs and projects for 2016/17. It aims to maintain efficient service for the community and continued progress towards the longer term objectives of the District set out in Mount Barker 2035 District Strategic Plan adopted by Council on 21 December 2015.

Specific objectives for the year proposed are consistent with the Council’s long term financial plan and asset management plans to ensure the long term sustainability of the Council’s financial performance and position.

An electronic copy of the Draft Annual Business Plan is available below during the consultation period, and copies are available at the Local Government Centre, 6 Dutton Rd, Mount Barker and at the Mount Barker Community Library, Dumas Street Mount Barker.

Wastewater Commitment Separate Rates

Council has previously introduced a Wastewater Commitment separate rate as the primary security mechanism that a developer can utilise where Council has entered into a Wastewater Commitment Deed with a developer for the provision of a sewer service by Council.

Council is now proposing to declare a Wastewater Commitment separate rate on some additional land parcels within the growth areas where requested by a developer.

Proposed New Wastewater Infrastructure Augmentation Separate Rate

Council is proposing to introduce a Wastewater Infrastructure Augmentation separate rate.

This would only apply in respect of the upsizing of wastewater network infrastructure capacity providing a clear benefit to specific land parcels in the growth areas and will be the subject of further community consultation when specific amounts and land parcels are known.

Council is seeking Your Feedback

Council is inviting written submissions from the community on the Draft Annual Business Plan 2016/17. To provide comment on the plan you can:

  • Come to a public meeting on Monday 20 June 2016 at 5.15pm - where an hour prior to the Ordinary Council meeting will be designated to seek public comment from members of the community;
  • Provide a written submission to Council to be received no later than 5pm Friday 10 June 2016;
  • email businessplan@mountbarker.sa.gov.au any time during the consultation process to ask a question that may assist you in your formal submission or simply to seek information on the Draft Annual Business Plan 2016/17;
