Kerbside Rubbish Collection
Council provides a district wide kerbside collection service in line with our Waste Management Policy, comprising of:
- Residential Township: 140L weekly general waste collection, 240L fortnightly recycling collection & 240L green waste collection
- Residential Rural & Commercial: 140L weekly general waste collection & 240L fortnightly recycling collection
Once the kerbside collection service commences at a property, a refuse service charge is applied to the property through Councils Rates system. The refuse charge will cost rural ratepayers $201 per annum and township ratepayers $240 per annum for 2023/2024.
Residents designated as ‘township’ are required to provide a suitable 240L green lidded bin for green waste collection. Please contact Council if you are unsure if your property is designated as ‘township’ or refer to the frequently asked questions page.

New and Additional Service
To request a kerbside service for a new property, or to request an additional service for an existing property, please complete the online application form below. Once your application has been received, please allow up to 10 business days for Council to process your request.
New or additional Kerbside Waste, Recycling and Green Organics Service online form
Please note that applications are approved on the basis that the property has full development approval for a dwelling and construction is substantially completed.
Bin deliveries in Mount Barker and Littlehampton occur on Wednesdays, and surrounding towns on Thursdays by Council's collection contractor Solo Resource Recovery. Bins will be placed on the kerbside at the time of delivery. Please store your bins in a secure location to prevent them from being damaged or stolen.
Waste (blue lid bins) and recycling (yellow lid bins) are owned by and remain the property of Council and must remain with the property. Green waste (green lid bins) are owned by the rate payer for use at their own property.
The kerbside bin collection calendar is applicable for 1 July 2023 to 30 June 2024.

How to place your bins for collection on the kerbside:
- Place bins 50cm apart where possible and 50cm from surrounding objects (poles, trees, cars etc),
- Place bins on the edge of the kerb,
- Place bins with the Council logo facing the road, and
- Place bins on the roadside by 6am on collection day
Bins may not be collected if they:
- Are contaminated or contains prohibited materials,
- Exceed 60kg in weight,
- Are not a suitable Council branded wheelie bin (only applicable for blue and yellow bins),
- (Green waste bin only) do not comply with Council specifications i.e. green body and lid, 240L in capacity,
- Are an unapproved additional service,
- Are overfilled, preventing the lid from closing,
- Are outside of the collection area,
- Are in an inaccessible/inappropriate placement location,

The State Government has launched a statewide education campaign to support households’ optimum use of recycling and green organics bins. Check out the Which Bin website whichbin.sa.gov.au or call the Which Bin hotline on 1300 137 118. You can simply type in your suburb and what you want to dispose of and it will give you information on the bin to use or drop off locations for waste that can't go into kerbside bins.

Green Waste (240L green lid bin
Organic garden materials including lawn clippings, prunings, leaves, small branch cuttings and all food waste.
Key tips for the green organics bin
- If it doesn't grow, it doesn’t go – nothing metal or plastic goes in the green organics bin
- All garden organics like lawn clippings, small branches, prunings and even weeds are fine
- Food scraps are fine - you can even put meat, bones and oyster shells in – commercial composting facilities in South Australia can quickly convert them to valuable organic compost no problem
- Pet hair and human hair can go in
- Greasy pizza boxes are welcome
- Never put any plastic in your green bin. Only certified compostable bags are acceptable. They must be labelled with the Australian Standard AS-4736 for compostability. Don’t place degradable or bio-degradeable bags in your organics bin. Find out more about certified compostable products here.
General Waste (140L blue lid bin)
All other items that cannot be composted or recycled including, crockery, nappies and non-hazardous materials.
Council will apply an Annual Service Charge to all properties within the Kerbside Collection Area where a service is provided. A differential Annual Service Charge is imposed in respect to service provided for:
- Properties that receive a standard waste and recycling collection service (Rural and Commercial Properties), and
- Properties that receive a kerbside green waste collection in addition to the standard waste and recycling collection service (Township Residential Properties).
For 2023/2024 financial year the following service charges apply:
- Rural area (waste & recycling only) $201
- Township area (waste, recycling and green organics) $240
Township Properties - Each residential Rateable Property will receive the following service;
- Waste collection - One weekly waste collection service and one 140L bin;
- Recycling collection - One fortnightly recycling collection service and one 240L recycling bin; and
- Green organics - one fortnightly green organics collection. The ratepayer is responsible for the provision and maintenance of a suitable green coloured 240L mobile garbage bin compliant with Australian Standard AS 4123.5-2008.
Rural Properties - Each residential Rateable Property will receive the following service;
- Waste collection - One weekly waste collection service and one 140L bin; and
- Recycling collection - One fortnightly recycling collection service and one 240L recycling bin
New and Additional Bins - the cost of new 140L (blue lid) waste bins and new 240L (yellow lid) recycling bins is included in the Annual Service Charge.
Replacement bins – it depends; please refer to the FAQs below regarding replacement bins.
Green waste bins - the ratepayer is responsible for the provision of a suitable green colored 240L mobile garbage bin for their green waste collection service. This bin can be purchased from hardware stores, second hand yards, etc or directly from Councils waste contractor, Solo, on 08 8295 5077 for approximately $80 (plus GST). Solo will arrange for delivery of the bin to your property. Green waste bins remain the property of the resident.
Residential properties within areas classified as 'Township' for the purposes of the kerbside collection receive a fortnightly green waste collection service. To establish whether your property is within this boundary, please refer to our online Kerbside Waste Collection eMaps.
The ratepayer is responsible for provisions and maintenance of a suitable green colored 240L mobile garbage bin, compliant with Australian Standard AS 4123.5-2008.

Damaged Council branded waste or recycling bins will be repaired and/or replaced by Councils contractor only if it can reasonably be demonstrated that the damage was not the fault of the resident (taking into account that all bins have a limited life and their condition will progressively deteriorate with normal use).
Where the damage is deemed by Council to be deliberate or misuse a replacement fee for each bin will then apply.
The ratepayer is responsible for the maintenance of the 240L green waste bin and will hence be responsible for the organizing of any repair due to being damaged.
Damage caused to your green organics bins as a result of the contractor may be rectified by Solo, however this is at the direction of the contractor due to the bin being privately owned.

The Council branded 140L waste bin and 240L recycling bin will be replaced at no charge where the resident has reported the loss to the police and provided a police report number to Council’s waste contractor, Solo.
The 240L green organics bin is the responsibility of the resident and the resident is required to replace this bin if it is stolen.

Property owners requiring a new Kerbside Waste Service are required to complete the Request for Kerbside Refuse Service online form. A minimum of 10 business days are required to process an application. Once approved, Council’s Contractor Solo will arrange for a 140L waste bin (blue lid) and 240L recycling bin (yellow lid) to be delivered to your property and will be placed on kerbside for your collection.
In circumstances approved by Council, residents and commercial premises may receive an additional Kerbside Collection Service and will be charged an additional fee for this service. Please apply for this Additional Service through our Request for Kerbside Refuse Service online form.
You may request additional bins however unfortunately Councils current Kerbside Waste Collection Procedure does not allow for additional bins or collection services to be granted separately. For example, if Council provide an additional 240L green organics collection per fortnight, it will also be required to deliver a second 140L waste and 240L recycling bin. This additional service will incur an additional fee.
Premises classified as exempt from the Kerbside Collection Service by Council will not receive a Kerbside Collection Service or be required to pay the Annual Service Charge.
The only properties that will not be part of the Kerbside Waste Service are those where:
- it is vacant land;
- it is primary production without a dwelling;
- the dwelling is demonstrated as unsuitable for human habitation; or
- it has been determined that the contractors collection vehicle is unable to access the location of the Property and an alternative collection point has not been agreed.
Council will provide the following services for commercial and industrial premises (per rateable property) within the Kerbside Collection Area:
- One weekly waste collection service and one 140L bin;
- One fortnightly recycling collection service and one 240L recycling bin
Council will not provide commercial and industrial Properties with a green organics Kerbside Collection Service. Businesses are responsible for the appropriate disposal of waste material produced in excess of this amount.
Large commercial shopping centres that have a number of small shops and where mobile garbage bins are not deemed practical by Council, the shopping centre may opt to use its own commercial service but is required to provide a waste management plan to satisfy Council of the waste services to be provided to all tenants.

The Kerbside Collection Service operates between the hours of 7am and 5pm. All bins are to be placed on the kerbside at the front of the property (or equivalent point determined between the contractor and the ratepayer/resident) a minimum of 70cm apart, by 6am on the day of the collection service. Bins not placed out by this time may be classified as a non-collection and the contractor may not collect this bin until the following scheduled collection day.

Primary and Secondary Schools are entitled to the following, per Rateable Property:
- provision by Council of a maximum of one 140L waste bin and one weekly 140L collection service,
- provision by council of a maximum of one 240L recycling bin per 100 students and a fortnightly 240L recycling collection service, and
- one fortnightly 240L organics collection service
Schools are responsible for the provision and maintenance of a suitable green coloured 240L mobile garbage bin compliant with Australian Standard AS 4123.5-2008 for green organic waste.
Schools will be responsible for managing the disposal of waste to landfill in excess of the capacity provided.
The owner of the Property is responsible for securing Council’s 140L waste bin and 240L recycling bin during demolition or alternatively contact Council to arrange for the bins to be removed prior to demolition. This will result in the removal of the remainder of the Annual Service Charge (pro rata) once the bins are removed.
