City Development
The Mount Barker District Council's City Development team is here to assist you with your development enquiries and Development Application processing.
In 2021 the Government of South Australia has established the SA Planning Portal (PlanSA) to provide access to the online Planning and Design Code (Code), the South Australian Property and Planning Atlas (SAPPA), and the electronic Development Application Processing system (DAP) and much more.
Development applications are assessed against the Government of South Australia Planning and Design Code. The Code is the single source of planning policy. All development is subject to the statutory processes of the Planning, Development and Infrastructure Act 2016.
Do I need approval?
If you're planning on undertaking development, you may need approval before you get started.
By entering your property address into PlanSA's Approval Wizard, you can see if approval is required for your proposal and next steps.
If your development requires approval, you will need to lodge a development application for assessment.
If you are unsure if a Development Authorisation is required, please contact Mount Barker District Council's City Development team.
Submitting an application
Applicants are encouraged to submit a development application through the Development Assessment Processing system (DAP).
Council can submit the development application into the DAP on your behalf.
If you are still wanting to lodge your development application by email, post or in person, an additional processing fee is required.
Applicants submitting by email, post or in person will also need to download and print the statutory forms from PlanSA below and complete them as an attachment to your application.
A level of additional documentation is required to be provided with your application including a site plan, floor plan, elevations and other drawings.

Paying the application fee
Development Application fees can be paid through the Development Assessment Processing system (DAP).
Payments can also be made through the Payment Gateway.

To prepare for your appointment, please ensure that you have the baseline documentation required for planning consent. The documentation required depends on the type of development that is proposed and is outlined on the Development Application Checklist page.
