Echunga Public Conveniences
Update May 2026
Echunga Community Park – Public Convenience
- The project is currently in procurement for a design consultant.
- The concept design phase is expected to commence in June 2026 and be completed by August 2026.
Background
Echunga presently has three public conveniences within the township, including two at the Recreation Grounds referred to as the Football Club and Netball Club facilities and a second, not owned but maintained by Council, at the Memorial Institute.
In 2019, Council adopted the Echunga Township Plan which included a concept plan for the Echunga Community Park and noted the provision of a new public convenience at this location. A timeframe for delivery was not explicit.
An action from the same plan noted the need to support the refurbishment, including improvements in accessibility, of the toilet facilities at the Recreation Ground.
During community engagement for the detailed design phase of the Echunga Main Street Upgrade project, the project’s Community Reference Group has been vocal in its desire to include a public convenience in the project scope. This provision has been considered during the project’s detailed design phase, however, Council does not own land in this area, with the exception of road reserve, and the construction of public conveniences is not included within the current project scope and budget estimates.
The existing public conveniences at the Recreation Ground are nearing end of useful economic life and not currently meeting a modern standard. The Recreation Grounds Committee are happy to retain toilets near the netball courts under their control i.e. locked to the general public. This would leave the remaining toilets as the main facilities that support the Recreation Ground. They are not DDA compliant, currently utilising dam water, support the use of the golf course without formal agreement and their location within the facility can be improved.
Council staff met with members of the Echunga community including representatives of the Recreation Grounds, Memorial Hall and Community Association on the 14 May 2025. The discussion involved the future provision of public conveniences in the township.
To balance both the need to invest at the Recreation Grounds at a level appropriate for the use of a District level facility and also support the activation of the Community Park with a public convenience facility suitable to this location, the following investment strategy is proposed.
Detailed design and construction of two new public conveniences comprising of:
- A single modular style toilet at the Community Park, including an unsealed service vehicle access point for maintenance and operation demands but not for public use. Location to be determined through engagement with the Echunga Community Association. Delivery to remain in 2026/27.
- A triple/four bay modular style toilet including the provision of rainwater supply and an asphalt pad surrounding the toilet allowing for immediate accessible parking and access. Location to be determined through engagement with the Echunga Recreation Ground representatives. Delivery to be programmed in 2027/28.
