How is the general rate in the dollar calculated?

  • The rate in the dollar amount is determined by dividing the total general rate revenue (based upon the required services, programs and infrastructure) by the capital valuation of rateable land in the Council area.
  • Council considers that the capital valuation method of valuing land provides the fairest method of distributing the rate burden across all ratepayers and that this is a reasonable indicator of capacity to pay.
  • When discussing the rate in the dollar it is helpful to note that:
    -  Council sets the rate in the dollar in the context of overall revenue requirements, not individual properties.
    -  Changes in property valuations can result in rate outcomes that differ from the Council adopted rate movement, annually.
    -  Council continues to actively consider affordability while meeting statutory obligations, maintaining assets, and supporting growth.
    -  The rate in the dollar is only one part of the overall rating framework, alongside the minimum rate, general differential rates, separate rate rates and service charges.
