New Funding Boost for Turf Maintenance
This initiative is set to provide much-needed financial support to the Grounds Committees responsible for maintaining Council-owned recreation grounds at Callington, Echunga, Hahndorf, Macclesfield, Meadows, and Nairne.
Council has approved a one-off allocation totalling $30,000 for the current financial year to cover short falls being experienced in maintaining the turfed playing surfaces at the six sporting ovals. An upfront payment totalling $90,000 will be shared among the Grounds Committees in the first quarter of 2024-25, with each of the committees to receive $15,000.
The Mount Barker Showgrounds oval, presently under lease to the Mount Barker Football Club, and Anembo Park are exceptions as the natural turf surfaces of these ovals are directly maintained by the Council at its expense, in accordance with longstanding arrangements.
This increase in turf maintenance contributions comes as a response to the escalating costs of materials and contract labour required for specialist works. Since July 2017, the contribution has been adjusted in line with Consumer Price Index (CPI) increases, without a thorough review of actual cost increases. This had left the Grounds Committees financially vulnerable, making it challenging to cover all necessary expenses.
Mount Barker Mayor David Leach said: “Our Grounds Committees play a crucial role in maintaining high-quality sports grounds for our community. This additional funding will ensure they have the resources to continue their important work and provide a safe and enjoyable environment for sport and recreation.”
Mayor Leach said the increased contribution aligned with the Mount Barker District Council's Community Plan, which includes a focus on promoting activity and movement to support physical and mental health.
“Council believes that quality open spaces, parks, and recreation facilities are key components of a thriving community,” Mayor Leach said.
Increased funding will help relieve the Grounds Committees from financial strain, allowing them to focus on maintaining and enhancing the sports grounds, Mayor Leach said, contributing to a better experience for community members using the facilities and fostering positive relationships between Council and local sporting clubs.
The first payment of $5,000 for each of the six committees is scheduled for 2023-24, with a larger contribution of $15,000 each planned for the first quarter of 2024-25. This has been allocated by Council as a one-off contribution, with any future amendments to payments to be considered as part of Council’s new Leasing and Licensing Policy.
